2025年4月21日、日本ウエルエージング協会（会長・小川利久）は、マレーシアの企業グループ「カンディナ・セテラ」と介護・認知症ケアにおける協力協定を締結しました。この調印式は、大阪・関西万博のマレーシアパビリオンにて、マレーシア政府関係者の立ち会いのもと公式に執り行われ、両国にとって象徴的な瞬間となりました。

関西万博という国際的な舞台、かつマレーシア政府が自国の代表として設けたパビリオン内での調印は、単なる企業間の提携を超えた国家的・文化的意味を持つものです。この場での協定締結は、マレーシアが日本の高齢社会に学び、自国の社会課題に先手を打って取り組もうとする強い意思の現れであり、また日本側としても、アジアの仲間と共に介護の未来を育てていくという新しい時代の幕開けを示す出来事でした。

本協定は、マレーシア政府の「ルックイースト政策」に基づき、日本の介護モデルと認知症ケアの実践的な知見を土台に、現地に合った制度構築や人材育成を共に推進していくことを目的としています。今後は、教育プログラムの展開、実地研修、行政との連携など、さまざまな形での協働が予定されています。

「循環する介護」を掲げる私たち日本ウエルエージング協会にとって、この調印は、情報や技術を一方的に輸出するのではなく、人材・知恵・信頼が国境を越えて循環する未来型ケアの実現に向けた、大きな一歩となりました。

On April 21, 2025, the Japan Well-Aging Association (President: Rikyu Ogawa) signed a cooperation agreement with Malaysian corporate group Kandina-Seterra in the field of caregiving and dementia care. This signing ceremony was held officially at the Malaysia Pavilion of the Osaka-Kansai Expo, with the presence of Malaysian government officials, marking a symbolic moment for both nations.

The signing within the international stage of the Kansai Expo—and specifically within the Malaysia Pavilion established by the Malaysian government as its national representation—signifies more than a business partnership. It embodies a deeper national and cultural collaboration. For Malaysia, this agreement represents a proactive commitment to learning from Japan’s super-aging society and addressing its own emerging social challenges. For Japan, it marks the beginning of a new era in which the future of care is shaped together with its Asian partners.

This agreement is grounded in Malaysia’s “Look East Policy” and aims to promote localized system development and human resource training based on Japan’s caregiving model and practical expertise in dementia care. Future collaborations will include the development of educational programs, hands-on training, and cooperation with local authorities.

For us at the Japan Well-Aging Association, who advocate for a “Circulating Care” model, this signing represents a significant step forward—not in simply exporting information or technology, but in realizing a future-oriented care system where people, knowledge, and trust circulate freely across borders.

マレーシア社会は今、急速に進む高齢化の時代に向き合い、

「老い」を恐れず、尊厳をもって生き抜く社会のかたちを模索しています。

この新たな課題に取り組むため、私たちはあらためて「東」に目を向けています。

Look East=ルック・イースト政策は、マレーシアがかつて日本に学び、自立と発展を目指した国家の意志でした。

その精神を、いま“高齢社会”という視点から受け継ぎ、未来へとつなぐ時が来たのです。

日本は、世界に先駆けて超高齢社会を経験し、

認知症ケア、地域包括ケア、そして「老いてもその人らしく生きる」ための社会モデルを築いてきました。

この知見は、これからのマレーシアにとって極めて貴重な道しるべになると、私は確信しています。

また、私たちイスラム教徒にとって、「東」は祈りの方向であり、信仰の中心です。

太陽の昇る方角に心を向け、日々の礼拝を通じて生きる意味を確かめる――

そこには、常に新しい希望と再生の象徴があります。

今こそその“光”の方向に、高齢社会を支える知恵と連携の未来を見出す時です。

このたび、私たちSeterraは、日本ウエルエージング協会と共に、

「Look East Well-Aging プロジェクト」**を立ち上げました。

この取り組みは、日本の「ウェルカイゴ（Well-Kaigo）」の理念を土台としながら、マレーシアの文化と信仰を大切にし、

認知症になっても諦めない、老いを希望に変える社会”を共に築いていくものです。

太陽の昇る方向に、未来を読む。

それは、文化や宗教を超えて、いのちを尊び合う希望の旅です。

この歩みを、日本の皆さま、マレーシアの皆さまと共に力強く進めてまいります。

Malaysian society now stands at the threshold of a new era, facing the rapid progression of aging across the country.

As we strive to shape a society where aging is not feared but embraced with dignity,

we once again turn our eyes toward the East.

The Look East Policy was once our nation’s bold decision to learn from Japan — a symbol of discipline, social harmony, and development — in pursuit of self-reliance and progress.

Today, it is time to revive that spirit from a new perspective: the future of an aging society.

Japan, having entered the age of super-aging earlier than any other nation,

has developed deep expertise in dementia care, integrated community support,

and building a social model where individuals can live with dignity even in their later years.

I believe these experiences offer Malaysia a profoundly valuable compass for the road ahead.

As Muslims, “the East” holds sacred meaning.

It is the direction of our daily prayers — the orientation of faith and spiritual purpose.

In turning toward the rising sun, we reaffirm our connection to hope, renewal, and the path forward.

Now is the time to seek wisdom and partnership in that very direction of light,

as we prepare for the future of aging together.

With great pride and purpose, we at Seterra, in partnership with the Japan Well-Aging Association,

have launched the Look East Well-Aging Project.

Rooted in Japan’s Well-Kaigo philosophy, this initiative honors both Malaysian culture and Islamic values,

and seeks to build a society where even with dementia, no one is left behind — where aging becomes a source of shared hope, not despair.

To read the future in the direction of the rising sun—

this is not merely a project, but a journey of hope that transcends cultures and religions,

a shared movement that affirms the sacredness of life.

Together, with the people of Japan and Malaysia,

we step forward with humility, conviction, and deep gratitude.

To Our Respected Friends in Malaysia,

On behalf of the Japan Well-Aging Association, I extend my heartfelt greetings.

It is a great honor and a deeply meaningful milestone for us to begin a new partnership between Malaysia and Japan through the Look East Well-Aging Project.

Malaysia’s Look East Policy is a vision that we in Japan regard with profound respect.

Today, this philosophy is evolving beyond economic and industrial development to embrace a more fundamental question:

How do we live our lives with dignity as we age?

Japan has faced the challenges of a super-aged society earlier than any other country.

Through trial and error, we have developed practices such as dementia care, integrated community support, and multi-disciplinary collaboration to protect the dignity of older adults.

We believe these experiences may be of value to Malaysia as you prepare for your own demographic transition — and at the same time, we are certain we have much to learn from you.

The Islamic principle of honoring the elderly and supporting one another as a community deeply resonates with our concept of Well-Kaigo, or “Well-Care.”

Together, they form a shared foundation for creating a society where everyone can age with dignity and meaning.

Through this collaboration, we hope not only to share knowledge and systems,

but to walk together across cultures and faiths, as we ask ourselves:

What does it truly mean to care? What does it mean to support another human being?

To read the future in the direction of the rising sun —

We believe this path is illuminated with warmth, with mutual respect, and with the shared hope of living well into older age.

It is our sincere wish to walk this path together with the people of Malaysia.
